Sakarya Metropolitan Municipality held a Capacity Building Workshop on 24–25 September 2026 under the LAP BLACK Project, supported by the European Union through the Interreg NEXT Black Sea Basin Programme, in order to strengthen local authorities’ capacity to prepare and develop climate change adaptation action plans.
At the workshop, attended by representatives of local authorities, participants addressed the identification of climate risks and local priorities, the setting of objectives and actions, stakeholder participation, inter-institutional cooperation, and implementation and monitoring processes.
Rather than presenting a ready-made plan, the workshop introduced methods and approaches so that participants could develop climate adaptation action plans in line with the risks, needs and priorities of their own cities. Work also focused on turning the identified priorities into measurable objectives and implementable actions.
Sakarya’s Experience Was Shared
Experience gained by Sakarya Metropolitan Municipality while preparing its Local Adaptation Plan under the LAP BLACK Project was shared with the participants. The discussions covered the identification of climate risks, the setting of priorities, the involvement of stakeholders in the process, and linking planning work with implementation.
Over five sessions, the workshop stressed that climate adaptation plans should not only be prepared, but also given a structure that can be implemented and monitored. The importance of cooperation among municipalities, public institutions, universities, civil society organisations, the private sector and other local stakeholders was also considered.
The workshop, held under the LAP BLACK Project, aimed to strengthen local authorities’ capacity to develop participatory, implementable and monitorable climate adaptation actions suited to their own conditions.
